GENERAL DESCRIPTION:

The Wyoming Department of Health is seeking a Women & Infant Health Program Manager who will be responsible for managing the Women & Infant Health Program and providing oversight and support for the Newborn Screening and Genetics Program within the Maternal and Child Health (MCH) Unit of the Public Health Division. The Women & Infant Health Program facilitates access to care and promotes the wellness of women (15-44 years old), mothers, and their infants (0-1 year old), including those with special health care needs. The program strives to implement evidence-based strategies to improve outcomes related to newborn screening, breastfeeding, family planning, maternal substance use, preconception health, pre and early term birth, risk appropriate prenatal care, maternal and infant mortality, and other emerging MCH priorities related to the women and infant health population in Wyoming.

ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function which may be performed in the job level.
  • Provides leadership for the Women & Infant Health Program and Newborn Screening and Genetics Program.
  • Manages all aspects of the Women & Infant Health Program by developing and administering policies, procedures, and programming initiatives.
  • Designs and executes program activities; formulates, recommends, and implements changes.
  • Develops, implements, and evaluates evidence-based and/or evidence-informed strategies to address MCH priorities related to women, mothers, and infants.
  • Collaborates with Public Health Nursing (PHN) to manage, monitor and improve performance quality implementation of the Healthy Baby Home Visitation Program and MCH services provided by PHN.
  • Serves as State Coordinator of the Office of Women's Health
  • Prepares written and/or verbal reports on program performance.
  • Develops, manages, and administers a budget.
  • Interprets and assures compliance with federal and state laws, rules, and regulations as they pertain to the program area and grant guidance.
  • Builds collaborative relationships with internal and external partners to support
    Women & Infant Health and MCH programming.
  • Manages contractual and financial relationships and partnerships.
  • Designs and presents professional presentations pertaining to the Women & Infant
    Health Program.
  • Utilizes performance management and quality improvement to improve services and program outcomes.
  • Directly supervises Newborn Screening and Genetics Coordinator, to include leadership development, guidance, and consultation.

Qualifications


KNOWLEDGE:

  • Knowledge of state and federal laws and regulations.
  • Knowledge of management systems and techniques, project management, and purchasing procedures.
  • Knowledge of concepts, principles, and practices of professional healthcare administration, challenges and trends in healthcare and service provision, and the Wyoming healthcare marketplace.
  • Knowledge of State contract procurement, negotiation and administration.
  • Knowledge of Wyoming personnel rules.
  • Knowledge of public health core competencies.
  • Knowledge of the state system of budgeting, procurement, payments,
    and HIPAA compliance.
  • Skills in personnel management, coaching, supervision, and leadership.
  • Ability to exercise independent judgment, supervise, and assign work to others.
  • Knowledge of how to build and maintain partnerships among diverse coalitions and stakeholder groups at the state and community levels.
  • Ability to multi-task and communicate effectively with superiors, subordinates,
    funding agencies, stakeholders, partners, vendors, and contractors orally and in
    writing.
  • Ability to work independently, prioritize job tasks, meet required timelines, and adapt to changing demands.
  • Strong computer skills particularly Microsoft Excel, Microsoft Word, Microsoft
    PowerPoint, Google, and the Internet.
  • Ability to travel in and out of state.

MINIMUM QUALIFICATIONS:
Education:
Bachelor's Degree (typically in Healthcare)
Experience:
1-2 years of progressive work experience (typically in Health Programs) with acquired knowledge at the level of a Health Program Specialist
OR
Education & Experience Substitution:
4-6 years of progressive work experience (typically in Health Programs) with acquired knowledge at the level of a Health Program Specialist
