Background: The National Defense Authorization Act (NDAA), 2013, mandated the establishment of the Defense Health Agency (DHA). In a memorandum dated March 2, 2012, the Deputy Secretary of Defense directed the implementation of the Military Health System (MHS) governance reform. The MHS reform included the establishment of shared services within the new DHA for support services to improve performance, decrease cost, and enable the organization to operate as an integrated health system. The DHA reached full operational capability (FOC) in October, 2015. DHA is a joint, integrated Combat Support Agency (CSA) that enables the Army, Navy, and Air Force medical services to provide a medically ready force and ready medical force to Combatant Commands in both peacetime and wartime.
